The Office of Public Buildings and Grounds asked Cluss to oversee work on the grounds of The White House in 1896. The work was completed by fall 1897, when Cluss wrote to Office of Public Buildings and Grounds expressing appreciation for his employment. Though the records of the Army Corps of Engineers are not clear, Cluss may have supervised repairing the greenhouses and extensive reconstruction of the west wing of the conservancy and renovation of the stables.
